“Healthier and Safer Youth Life ” is aimed at reducing and preventing youth health inequalities in three district municipalities: Birzai, Kedainiai and Anyksciai.

The project will implement 8 JPSPP delivery algorithms that will enable youth service delivery mechanisms in the areas of mental health, nutrition, reproductive health and prevention of external causes of death. The project will ensure the appropriate, high-quality and timely provision of these services to youth.

JPSPP delivery model – provisions covering the provision of youth health care (treatment, diagnosis, prevention and monitoring) and counseling services, defining the mission, vision, principles, goals and objectives of the service system, including the organization of service provision and motivation for a healthy lifestyle in the most acceptable way, governance, funding and quality assurance and monitoring.

The project will aim to meet the economic, social and environmental needs of society, both short-term and medium-term and, in particular, long-term, without compromising the well-being of future generations.

The implemented JPSPP model will allow comprehensively to solve the health problems relevant to youth, develop healthy lifestyle attitudes, reduce the impact of environmental and social factors on human health, which will save economic resources in the project area (costs of treatment, medicines and health services will reduce, poverty will reduce, economic power of the people will increase) and a harmonious social environment and society will be created (reduction of alcohol and cigarettes, drug use among young people, corresponding reduction in crime, increased sense of security in communities, etc.).

1. Intended project activities and their description: Publicity of the project

There are 3 publicity events in the municipality of each partner.
1 information event at the beginning of the project, 1 halfway through the project and 1 summary at the end of the project. The organizers are the public health bureau and coordination centers of each municipality, the responsible managers and coordinators of the public health bureau. The target audience is youth aged 14-29 in district municipalities: parents, teachers, representatives of institutions working with youth. The aim of the events is to spread information about the activities of the JPSSP Coordination Center, thus, information about the progress, achievements and results of the project will be presented during the publicity events. The events will encourage personal acquaintance with the coordinator, encouraging the use of JPSPP.
A website is created to publicize the project. The regular publicity of the project will also occur through the system of information screens in the districts.

2. Project administration

The project is administered at two levels: the activities of each partner in the municipality will be administered by the managers of the public health bureau responsible for the project implementation, scope of activities in the municipality, costs, activity implementation periods, there will be implemented control and approval of documents required for activities, timely submission to the project Birzai public health bureau – project coordinator. The administration of the project at the level of municipal activities will be performed by the managers of the public health bureau implementing the project. Project implementation and supervision implementation services are procured for the project administration. Advises the customer on project implementation issues, organizes the implementation of project activities, coordinates and discusses project administration issues with the responsible persons of the applicant and partners. Procures public procurement and legal advice services to ensure legal and technical procedures.

3. Development of JPSPP Coordination Center in Birzai district and establishment in Kedainiai and Anyksciai districts

Arrangement of JPSPP coordinator workplaces in the premises of the three municipal public health bureau. For the proper functioning of the JPSPP coordination center, all the necessary organizational equipment (laptop, multifunction printer), training materials, prevention of harmful habits and healthy eating materials, etc.) will be purchased in the first months of the implementation of the project, which will be used for youth health education, prevention of harmful habits and other activities. When the equipment will be delivered, the JPSPP coordinator will be provided with all the necessary tools to provide health care to youth, carry out prevention and develop healthy eating and lifestyle skills. In this way, it will contribute to the achievement of the objective of the project and the measure. Acquired methodological and training tools can also be used to develop JPSPP provided in a community. During the implementation of this activity, first of all, procurement conditions of tools technical specifications and organizational equipment and other equipment will be prepared. Then, public procurement is implemented: procurement of organizational equipment and training and preventive measures. When the winner is determined, public procurement contracts are concluded. JPSPP coordinators are recruited. The main functions assigned to the JPSPP coordinator are the following: coordination of Coordination Center’s activities, JPSPP i.e. coordination of health promotion, prevention, treatment, counseling and monitoring in the municipality. Initiation and organization of work groups or seminars, meetings with experts and service providers and other stakeholders to solve relevant youth health issues; Municipal level portal administration; Adaptation and maintenance of algorithm; Provision of a case management service (to assess the young person’s health needs, to conduct a motivational interview, if necessary, to mediate with the young person in contacting personal health care or other sector institutions, to maintain constant contact with him / her until the problem is resolved). In larger municipalities, depending on the number of young people applying, it is recommended to provide an additional number of posts for the case management service; Organization and/or execution of case management, inter-institutional cooperation and other training for JPSPP providers; Carrying out an analysis of the situation in the provision of JPSPP and youth health. To prepare reports on the activities of the model implementation, to help public health monitoring specialists to analyze the problems of youth health and service provision (it is recommended to provide as an appendix to the municipal public health monitoring report), to submit proposals on youth health problems.

4. Provision of psychologist’s JPSPP services in the project partner municipalities

 A contract for the provision of psychological services to youth is signed at the JPSPP coordination center. Initial, free psychological assistance is provided to the target groups of the project, providing emergency assistance in cases of psychological crises, helping to find information about further assistance, helping to contact the necessary specialists or institutions.

5. Distance learning of the partners responsible for the implementation and development of the model on the JPSPP model implementation topics

Distance learning on 4 topics relevant to JPSPP coordinators and collaborating institutions:

1. Practice and challenges of coordinating the provision of JPSPP (health promotion, prevention, treatment, counseling and monitoring) in the municipality, performing situation analysis;

2. Municipal level portal administration practice;

3. Algorithm adaptation and maintenance practice;

4. Practices and challenges of organizing and conducting case management, inter-institutional cooperation and other training for JPSPP providers.

 Distance training in which specialists of 3 districts’ public health bureaus (9 people), specialists of municipal social support departments and education departments (6 people) will be trained on practical issues of implementation and enforcement of the JPSPP model. The training will be led by a group of health promotion, prevention specialists, public information management specialists and case management specialists. 4 remote seminars are planned for 4 hours, 16 hours in total, training services.

6. Installation of JPSPP information screens in Kedainiai and Anyksciai districts

Information about the activities of the JPSPP Coordination Center will be provided and published on information screens at Kedainiai PSPC, Kedainiai Community Initiatives Center, Kedainiai Juozas Paukstelis Progymnasium, Anyksciai Antanas Vienuolis Progymnasium, Jonas Biliunas Gymnasium and Antanas Baranauskas Basic School. These screens will regularly display preventive material (e.g. preventive videos), advertisements about organized events, information about the activities of the JPSPP Coordination Center, publicity of the project and the Youth Health Portal. The aim of all these measures is to make information easily accessible to youth, so that they can take an interest in a healthy lifestyle, JPSPP, learn about the project, its activities and new services.
Information display systems are already installed and operating in Birzai district.

7. Training for coordinators and collaborating institutions

In order to acquaint the coordinators and representatives of the cooperating institutions with the problem area (related to 8 Algorithms) and to develop the skills of solving problematic issues, to strengthen inter-institutional cooperation, practical seminars will be held.

Topics:

1. Most relevant health problems of youth;

2. Case management and interdepartmental cooperation;

3. Contact technique, active listening, counseling and communication with youth, motivation for change;

4. Prevention and enhancement of mental health.

8. Workshops for JPSPP institutions working with youth 

Training for JPSPP providers and representatives of relevant area authorities are organized in each partner municipality: strengthening the mental health of youth, prevention of mental disorders, including addiction, youth safety and injury prevention, youth attitudes towards addiction prevention and prevention activities, relevance of information in youth addiction prevention: key mistakes and practical suggestions.

9. Training for youth

The public health bureaus of Birzai, Kedainiai and Anyksciai district municipalities will be responsible for organizing the training. Trainings will be organized on topics close to the algorithms of the JPSPP model, in order for young people to understand their problems and there is explained how to solve their problems: prevention of sexually transmitted infections and unplanned pregnancies, prevention of the use of psychoactive substances, prevention of alcohol use, depression prevention, suicide and self-harm prevention, prevention of overweight and obesity-related health problems, prevention of sexual violence, prevention of eating disorders.

10. JPSPP training for camp youth

Each partner municipality will organize 1 JPSPP training youth camp to which youth from all partner municipalities will be invited. Educational events on JPSPP topics will take place during the camps.

In the camps youth are practically trained in methods of improving memory and concentration, relaxation, stress and negative emotion management techniques, eating culture, physical exercise, corrective gymnastics, relaxing breathing, laughter, sound, music and dance techniques, and tempering
principles in the form of active and logical games.

Up to EUR 241,585.83 is allocated for the implementation of this project, of which up to EUR 205,347.95 is from the mechanism funs and up to EUR 36 237.88 are co-financing funds.
